Singapore has around 5-8 papers per language (Mandarin, English and Malay), so there is not even enough for a top 10 per language.
Remember that Singapore is a micro-state with only 6 million people, so for Singapore's size that is pretty much, especially if you also count other languages.
I even think there are only about 5 daily English newspapers in Singapore, excluding weekly newspapers and other English news sources.
